A site that lists various other links to sites according to certain categories can be considered a web directory. It is not like a search engine in that the major way to find certain sites is to use a key word search. Link building through an index site of this type is also another reason for it to be used as another alternative in generating new business. The type of index it becomes depends much on what purpose it was intended for.
An example of this is what is called a niche directory. It has a specific niche, or topic, that it was created to cover. The links that are listed as a consequence will reflect that. Thus if a web site is submitted it should represent a group, business, or other type of entity that has some commonality with what has already been listed. For example sports stores, promotional sites, or automotive suppliers.
The next example of a directory is what is called a free-for-all. It covers a broader scope of topics in its indexes and lists. The ones that have a better reputation for quality are the ones that are regularly edited by human hands. There is much less probability that a listed link is nothing but spam. A poorly maintained index can also cause those web sites on the list to be penalized by certain widely used search engines and thus should be avoided.
